It is unremarkable to see U.S. diplomats jogging along the Malecón, dining at the best restaurants or bathing on the shore. They have never feared being killed or kidnapped, as happens in most other countries. It is one of the many reasons nothing explains that this might have changed, much less than it changed due to the puzzle of mysterious “sonic attacks”.
